MDC seeks public input for Manito Lake CA management plan

A draft plan is available for public review from May 1 to May 31.
The 77-acre Manito Lake, located in Manito Lake Conservation Area, provides shoreline fishing, disabled access parking, fishing jetties, a privy, and boat ramp.
TIPTON, Mo.— The Missouri Department of Conservation (MDC) wants to know what Missourians think about its nearly 1,000 conservation areas around the state. MDC is in the multi-year process of updating management plans for conservation areas and invites public comments. A draft plan for the Manito Lake Conservation Area (CA) is available for public review from May 1 to May 31.

Manito Lake CA is in western Moniteau County near Fortuna. The area was purchased in 1981 and is 871 acres in size. The 77-acre Manito Lake is a predominant feature of the area and provides shoreline fishing, disabled access parking, fishing jetties, a privy, and boat ramp. The area is managed to provide year-round food and cover for upland wildlife.
Statewide, MDC conservation areas cover almost one million public acres for the purpose of restoring and conserving forest, fish and wildlife resources, and for providing opportunities for all citizens to use, enjoy and learn about these resources. Most Missourians are within a 30-minute drive of an MDC conservation area.
“Missourians care about conservation and use conservation areas for many different reasons,” said MDC Director Bob Ziehmer. “These areas help people discover nature through various activities, and help make Missouri a great place to hunt, fish, and enjoy other outdoor activities. We want to know how conservation areas are important to Missourians. Encouraging public comments on Conservation Area Management Plans is part of MDC’s ongoing efforts of working for and with Missourians to sustain healthy forests, fish and wildlife.”
Conservation Area Management Plans focus on natural resource management and public use on conservation areas. The plans do not address regulations on hunting, fishing and other area uses, which are set by the Conservation Commission and enforced under the Wildlife Code of Missouri. MDC will consider all ideas received and will work to balance the issues and interests identified with the responsibility of managing areas for the present and future benefits to forest, fish, wildlife, and people. Decisions on which ideas to incorporate into area plans and on how to best incorporate them will be based on the property’s purpose, its physical and biological conditions and capabilities, the best roles of the property in its local, regional and state-wide context, and on the professional expertise of MDC staff.

Feral Hogs in Missouri

It is simply astounding that there are some folks who are willing to jeopardize native plant and animal populations, domestic livestock operations, as well as agricultural endeavors by releasing hogs for hunting.  We know that these releases are not the only source by which feral hogs are coming to Missouri, but it's certainly one of them.  The bottom line is that it needs to stop and outdoor folks in Missouri need to do what we can to help eradicate the ones that are here.

Three more cases of CWD found in free-ranging deer in Macon County

JEFFERSON CITY Mo – The Missouri Department of Conservation (MDC) received final test results today from 656 tissue samples taken from free-ranging deer harvested earlier this year. Results included three CWD-positives with two from adult does and one from an adult buck. The testing was conducted by MDC staff and area landowners in a 163-square mile area in northeast Linn and northwest Macon counties specifically for CWD sampling.

Missouri’s first two cases of CWD in free-ranging deer were detected in two adult bucks harvested in northwest Macon County during the 2011 fall firearms deer season. The three most recent CWD positives were harvested within two miles of the two original cases of CWD.

MDC conducted its 2011 fall tissue-sampling effort in response to two cases of CWD found in captive white-tailed deer at two private, captive-hunting preserves in Macon and Linn counties. Since October 2011, three more captive deer at the Macon County preserve have tested positive for CWD. Depopulation, quarantine and other management activities at the private preserve are being coordinated by the Missouri Department of Agriculture. The five cases of CWD in free-ranging deer have been found within two miles of the Macon County preserve.

While MDC identified the first case of CWD in free-ranging deer in Missouri in January, the Department has been testing for it for years. With the help of hunters, MDC has tested more than 34,000 free-ranging deer for CWD from all parts of the state since 2002.

MDC staff are further analyzing recent test results, continuing to evaluate efforts and lessons learned from other states with CWD, and consulting with various other wildlife experts around the country. The Department’s main objectives are to limit the prevalence and restrict the spread of CWD in Missouri.

According to MDC Deer Biologist Jason Sumners, there are several main factors associated with the management of free-ranging deer that will influence the future prevalence and distribution of CWD in Missouri: local deer density, deer concentration, the movement of deer and the movement of deer carcasses.
“Yearling and adult male deer have been found to exhibit CWD at a much higher rate than yearling and adult females,” Sumners said. “Of the 10 cases of CWD identified in both captive and free-ranging deer in Missouri, eight have been in adult bucks. Additionally, dispersal of yearling males from the range where they were born is one of the most likely means of expanding the distribution of CWD. The movement of infectious materials in the form of hunter-harvested deer carcasses that contain heads and spinal columns, where the disease concentrates, may also serve as a means of introducing CWD to other regions of the state.”

Sumners added that CWD has been found in only one small pocket of the state. “Our management efforts will focus on minimizing the prevalence and preventing the further spread of the disease from the area. We will keep the public informed as we develop those efforts.”

CWD is a neurological disease that is limited to deer, elk, moose and other members of the deer family, known as “cervids.” CWD can only be confirmed in deer by laboratory testing of the brain stem or lymph tissue. CWD is transmitted through prions, which are abnormalproteins that attack the nervous systems of these species. These prions accumulate in the brain, spinal cord, eyes, spleen, and lymph nodes of infected animals. CWD is spread by animal-to-animal contact or by animal contact with soil that contains prions from urine, feces or the decomposition of an infected animal.

Deer and other cervids with signs of CWD show changes in natural behavior and can exhibit extreme weight loss, excessive salivation, stumbling and tremors. CWD can be present in and transmitted by infected animals for up to several years before symptoms of the disease appear.

“Most deer that test positive for CWD appear to be healthy,” Sumners said. “Although one of the free-ranging does that tested positive for CWD did exhibit clinical signs of the disease.”

The Missouri Department of Agriculture (MDA) says there is no evidence from existing research that CWD can spread to domestic livestock, such as sheep or cattle. The Missouri Department of Health and Senior Services (MDHSS) says there is no scientific evidence that CWD is transmissible to humans through contact with or the consumption of deer meat.

The disease was first recognized in 1967 in captive mule deer in Colorado. CWD has been documented in both captive and free-ranging deer in Missouri, along with neighboring Kansas and Nebraska. It has been documented in free-ranging deer in neighboring Illinois, and in captive elk in neighboring Oklahoma. CWD has also been documented in both captive and free-ranging members of the deer-family in Colorado, Minnesota, New York, South Dakota, Wisconsin and the Canadian provinces of Alberta and Saskatchewan. Michigan and Montana have documented cases of CWD in captive members of the deer family.

Two positive results for Chronic Wasting Disease are first for free-ranging deer in Missouri.

JEFFERSON CITY Mo – The Missouri Department of Conservation (MDC) received two positive test results for Chronic Wasting Disease (CWD) from 1,077 tissue samples taken from free-ranging deer harvested by hunters in north-central Missouri during the 2011 fall firearms deer season. Both positive test results were from adult bucks harvested by Missouri hunters in Macon County, and are the first CWD-positive results for free-ranging deer in Missouri.

MDC plans to obtain more tissue samples for CWD testing by harvesting additional deer in the immediate area where the two infected deer were harvested.

“Teamwork among landowners, hunters and MDC staff allowed us to detect this infection early,” said MDC Deer Biologist Jason Sumners. “We will be working with local landowners to harvest additional deer for tissue sampling. This is a first step and one of our best hopes for containing, and perhaps even eliminating, what we believe to be a recent localized event.”

MDC staff have contacted the two Missouri hunters who harvested the CWD-positive bucks to inform them of the situation and answer questions.

CWD is a neurological disease that is limited to deer, elk, moose and other members of the deer family, known as “cervids.” CWD is spread by animal-to-animal contact or by animal contact with soil that contains prions from urine, feces or the decomposition of an infected animal. Deer and other cervids with signs of CWD show changes in natural behavior and can exhibit extreme weight loss, excessive salivation, stumbling and tremors. CWD can spread through natural movements of infected animals, transportation of infected live captive animals, or the transportation of infected carcasses.

The Missouri Department of Agriculture (MDA) says there is no evidence from existing research that CWD can spread to domestic livestock, such as sheep or cattle. The Missouri Department of Health and Senior Services (MDHSS) says there is no scientific evidence that CWD is transmissible to humans through contact with or the consumption of deer meat.

MDC conducted its tissue-sampling effort during the fall firearms season in November in response to two cases of CWD found in captive white-tailed deer at two private, captive-hunting preserves in Linn and Macon counties. A third captive deer at one of the preserves tested positive for CWD in December. The two earlier cases of CWD found at the private hunting preserves were detected in February 2010 and October 2011. The two free-ranging bucks that tested positive were harvested within two miles of the Macon County preserve.

CWD in deer can only be confirmed by laboratory testing of the brain stem or lymph tissue.  Tissue samples collected by MDC were tested by the Southeast Cooperative Wildlife Disease Study Laboratory of the University of Georgia, Athens, with confirmation by the National Veterinary Services Laboratory in Ames, Iowa.

While CWD is new to free-ranging deer in Missouri, MDC has been testing for it for years.  With the help of hunters, MDC has tested more than 34,000 free-ranging deer for CWD from all parts of the state since 2002.

Missouri also has a Cervid Health Committee to address the threat of CWD to Missouri’s free-ranging and captive cervids. The Committee is composed of wildlife biologists, veterinarians and other animal-health experts from MDC, MDA, MDHSS and the USDA.

Missouri-bound elk get clean bill of health

All requirements of a stringent veterinary-health protocol have been met.
JEFFERSON CITY—All 34 animals intended as the nucleus of an elk herd in Missouri have passed the final round of health testing and are ready to board a trailer for the trip to Peck Ranch Conservation Area.
            Missouri’s elk originally were scheduled to arrive April 30. The Missouri Department of Conservation delayed the event to permit completion of veterinary-health testing.
“Protecting the health of Missouri’s existing wildlife and the state’s livestock industry has always been a high priority of the elk-restoration program,” said MDC Director Bob Ziehmer. “We are extremely pleased to know that the elk we trapped in Kentucky in January have met all the requirements of stringent health protocols developed in consultation with the Missouri Department of Agriculture. Now we can work on getting them here.”
Dr. Aaron Hecht, a veterinarian with the Kentucky Department of Fish and Wildlife Resources, conducted health testing on Missouri’s elk with a veterinarian from the U.S. Department of Agriculture. Hecht said the elk have fulfilled requirements under the health protocols developed by MDC in cooperation with the Missouri Department of Agriculture. He said he is very pleased with the overall health of the Missouri-bound elk.
“We have communicated from the beginning that we would bring elk to Missouri only if they were healthy,” said Ziehmer. “The recent delay has been disappointing to those who are eager to return elk to Missouri, but it was absolutely necessary for us to follow the testing protocol.”

Missouri’s first group of restored elk scheduled to arrive April 30

Public viewing will be prohibited at first to help assure the safety of the confined elk.

JEFFERSON CITY Mo – The first group of elk that are part of the Missouri Department of Conservation’s (MDC) elk restoration project are scheduled to arrive in the state on April 30. The 34 elk will complete their 90-day quarantine and final health testing in Kentucky before being transported by a semi-driven livestock trailer to Missouri. The elk will be released from Kentucky pending approval by the Missouri Department of Agriculture (MDA). The elk also have been fitted with ear tags, microchips and GPS collars.

After their overnight journey, the elk will be unloaded into a three-acre, double-fenced holding pen on MDC’s Peck Ranch Conservation Area in southeast Missouri. The pen is divided into four sections with one for young bulls, one for yearling calves, one for cows and one for pregnant cows. Peck Ranch is part of a 346-square-mile elk restoration zone covering parts of Shannon, Carter and Reynolds counties.

MDC will record the elk arrival and unloading into the holding pen through video and photography and post the images on its website (www.MissouriConservation.org) the afternoon of April 30.

“We know Missourians are very excited to have free-ranging elk back in the state and are eager to see them,” said MDC Elk Project Coordinator Ron Dent. “While we would like to allow public viewing of their arrival and while they are in the holding pen, that is not compatible with the animals’ welfare.”

Dent explained that MDC’s first priority is the health and safety of the elk.

“These are wild animals that have a strong natural fear of humans,” he said. “The elk can become very nervous if they hear, see or smell people nearby. Minimizing contact with humans while the elk are in this confined space is vital to keeping them from getting more stressed, and possibly hurting themselves or other elk by trying to flee.”

Dent added that MDC staff caring for the elk will also minimize their contact with the animals. While the elk are in the holding pen, MDC staff will provide food and water daily and keep daily logs on each animal’s activities. MDC staff will also provide around-the-clock security at the holding pen.

The elk will remain in the holding pen for up to two weeks pending results from the final round of health tests performed in Kentucky. Elk will be released from the pen following approval of the final test results by the MDA.

Once the elk have been approved for release from the holding pen, MDC staff will open the gates and allow the elk to move on their own into the 12,000-acre Refuge Area of Peck Ranch. The Refuge will remain closed to the public for a few months to allow the elk to acclimate to the immediate area. During this time, the elk may move on their own from the Refuge into the larger restoration zone where public viewing is unrestricted.

Dent explained that this “soft release” into a temporary holding pen is strongly preferred over a “hard release” where the animals are unloaded from a livestock trailer directly into open country.

“We’ve learned from other states with restored elk, such as Kentucky and Tennessee, that a hard release with a crowd of people around increases stress on the elk,” he said. “A hard release prompts them to bolt from the trailer and immediately spread out into a much larger area as they flee human contact. Our soft release into the holding pen will give the animals time to become more comfortable in their new environment. Allowing them to then leave the holding pen on their own will make them less likely to travel far from the release site.”

He added that catching sight of elk in the restoration zone may be a challenge for people.

“This is not a zoo-type environment,” Dent said. “These several dozen animals will have more than 221,500 acres in the rugged terrain of the restoration zone to call home. It will take some time to figure out where they congregate and where good viewing locations are. As we learn more and as the herd grows, viewing will get better and better.”
